Professor Alex Jingwei He is Professor in the Division of Public Policy at The Hong Kong University of Science and Technology (HKUST). His research focuses on social policy, health policy, governance, and welfare state development, with particular interest in comparative policy analysis and state–society relations in East Asia. Professor He’s work examines how institutions, ideas, and political dynamics shape public service delivery and social sector reforms. Through his research and public engagement, he contributes to policy dialogue on social development, health systems, and inclusive governance.
